Position: Investment Project Monitoring and Evaluation Specialist

Mission of I.P. CMDA

I.P. CMDA's mission is to implement municipal policies in the field of business support and development through entrepreneurial support programmes.

Function mission

Ensuring the monitoring, evaluation and verification of the implementation of investment projects financed from non-reimbursable sources within CMDA programmes, as well as providing consultative support to beneficiaries during the post-financing period.

Basic responsibilities

  • Monitors, evaluates and reports on the implementation of investment projects, including during the post-financing period.
  • Provides information on support instruments available for business financing and development.
  • Analyses financial and supporting documents submitted by beneficiaries and verifies eligibility of expenditures.
  • Provides consultative support to beneficiaries at the post-financing stage.
  • Prepares and conducts post-financing and final monitoring visits.
  • Verifies supporting documents regarding the acquisition of investment items from non-reimbursable sources.
  • Draws up and completes standard documents in the work process (summonses, notifications, monitoring sheets, reports, etc.).
  • Identifies and reports non-conformity situations, implementation risks and possible conflicts of interest.

Requirements

Education

  • Bachelor's degree or equivalent in: economics, management, finance, law, and others.

Professional experience

  • At least 2 years of professional experience in economics, finance, accounting, banking, law, management, project management, public administration, business consulting or related fields.
  • Experience in public institutions, international organisations, financial institutions or project management is an advantage.

Required knowledge

  • Knowledge of IP CMDA's general framework and SME support policies.
  • Knowledge of SME activity and investment processes.
  • Knowledge of financial document interpretation (invoices, contracts, payment orders, bank statements, etc.).
  • Advanced Romanian language proficiency required; English and Russian are an advantage.
  • Advanced Microsoft Office skills (Word, Excel, PowerPoint).
